Public Comments

The IERCD welcomes public comment at Board meetings.

Members of the public may comment on:

  • Agenda items
  • Non-agenda items that are within the subject matter jurisdiction of the IERCD

Each speaker will be given a reasonable amount of time to comment, not to exceed 3 minutes per meeting, unless the Presiding Officer adjusts the rules due to the length or complexity of the meeting.

Ways to Submit a Public Comment: 

Submit a written comment. 

Written comments may be emailed to publiccomment@iercd.org or submitted via the form below. 

Comments received at least 1 hour and 30 minutes before the scheduled start of the meeting will be forwarded to the Administrative Assistant and included in the official meeting record.

Please note:

  • Written comments will not be read aloud during the meeting.
  • Email submissions and the online public comment form are monitored only from the time the final agenda is published until the public comment deadline.

Comment In Person

Members of the public attending the meeting in person may provide comment by completing a speaker slip and submitting it to the Administrative Assistant before the designated time on the agenda.

Comments are taken on a first-come, first-served basis.

Comment via Zoom

Members of the public attending remotely through Zoom may provide comment after being recognized by the Chair.

Public Comment Guidelines

  1. Public comment shall be received on a first-come, first-served basis. If the presiding officer determines that the meeting or hearing may be lengthy or complicated, the presiding officer may, in his or her discretion, modify these rules, including the time limits stated below.
  2.  All members of the public who wish to speak shall fill out a speaker's reservation card and turn in the speaker reservation card to the Administrative Assistant prior to the time designated on the agenda. Comments will be received in the order the cards are turned in to the Administrative Assistant. Failure of a person to promptly respond when their time to speak is called shall result in the person forfeiting their right to address the IERCD Board of Directors.
  3. Anyone wishing to speak during an in-person meeting must complete a speaker reservation card and submit it to the Administrative Assistant before the time designated on the agenda. Comments will be heard in the order the cards are received. If a speaker does not respond promptly when called, they may lose their opportunity to address the Board.
  4. The Presiding Officer may ask a speaker to state their name before beginning public comment. If the speaker is representing a group or organization, the Presiding Officer may also ask the speaker to identify that group or organization. However, a person is not required to provide their name or address as a condition of speaking.
  5. Each member of the public may speak for up to 3 minutes per meeting on agenda items and non-agenda items within IERCD’s subject matter jurisdiction.
  6. Anyone wishing to address the IERCD on a matter not listed on the agenda, but within the subject matter jurisdiction of the IERCD, may do so during the period reserved for public comments at the beginning of the meeting.
  7. The total public comment period for non-agenda items will not exceed 60 minutes, unless extended by the Presiding Officer.
  8. Speakers may not transfer or share their 3 minutes with another speaker.
  9. Speakers who wish to provide documents to the governing body may submit them to the Administrative Assistant at the time they request to speak.
  10. The Presiding Officer may refer matters raised during public comment to staff or a committee for appropriate action, or may place the matter on a future agenda. However, the IERCD Board may not take action or discuss any item that does not appear on the agenda.
  11. Public comment on an agenda item will not be received after the close of that item’s designated comment period.
